Deck Jackets as the name implies were meant to be worn on deck of U.S. Navy Ships

Jackets had to meet new criteria and faced complete new approach on the development of U.S. military garments during the 1940s

Sparked with the outbreak of WW2 the U.S. Navy had to find suitable outerwear for sailors working and living in different climate zones

Therefore jackets had to be warm and give the wearer the best freedom of movement while on and off duty. 

Hence the U.S. Military came up with different temperature classifications and the layering system as we know it today.
